Legalization of THC – A Discussion of Public Health Issues and
Community Health Improvement Plan for Tompkins County – An Update

Eleven states currently legalize the possession, commercial sales, or recreational use of marijuana. New York State was among 27 states that considered legislation to legalize marijuana but did not pass a bill. Dr. William Klepack, Medical Director of the Tompkins County Health Department, will talk about the public health implications of legalization, addressing the distinction between THC, an active chemical in marijuana, from marijuana.He will also clarify how this contrasts with CBD (cannabidiol), an ingredient of many products being marketed to consumers to address a range of symptoms.
Dr. William Klepack is the Medical Director of the Tompkins County Health Department where he has served since 1991. He retired from the private practice of family medicine in Dryden in 2017. He is board certified in family medicine and has collaborated on a broad range of community issues over the years. These have included starting the first rural syringe exchange program in NYS, lecturing on the global experience with supervised injection facilities, and community preparedness to counter the threat of pandemic influenza and bio-terrorism attacks.
Samantha Hillson is the Director of Health Promotion and Public Information Officer of the Tompkins County Health Department. She completed her Master of Public Health at the Columbia University Mailman School of Public Health.
